A few years ago, Jawando (and Councilmember Sidney Katz) opposed Montgomery County Ordinance ZTA 19-07 that allows Microwave Radiation Blasters anywhere a telecom company desires, without recorse for suspected or even proven health concerns.
Was Jawando’ body’s electrical system (‘heart trigger’) legitimately overloaded by blasting cellphones while playing in a small, private basketball game among friends? William O Jawando is only aged in his 40s, and he appears fit; by any measure that is unusually young for heart attack.
Dr Magda Havas has warned of RF exposure (cellphone, wifi ,etc) as causal to “radpid aging syndrome”. Many overlapping aspects involve ‘body electric’ and microwave radiation exposure.

Canadian Broadcast Corp (CBC) program called “Sixteen By Nine” (16×9 or 16:9) produced an excellent report on the dangers of exposure to microwave RF radiation. At 4:45 in, CBC 16×9 interviews Dr Magda Havas who demonstrates how exposure to wifi causes an instant doubling of hemontart rate (tachycardia).
This information was emailed repeatedly to Councilmember Will Jawando (and also to all other Montgomery County, Maryland council members) back in 2021 prior to their 7-2 ‘yeah’ vote for ZTA 19-07. (Jawando and Sidney Katz had both voted NO to the ordinance.)
ZTA 19-07 is the bill that allows Verizon and other telecom companies to place dangerous microwave radiation blasters wherever they wish without bounds nor remedy, including immediately adjacent to private property, homes, schools, commercial and living areas. Specifically disallowed is refusal of placement due to suspected, evidenced or proven biological harm!
(Incidentally, ZTA 19-07 also likely ‘paves the way’ for FLOCK and similar spy cameras to be installed anywhere, even immediately adjacent to private property, homes, etc.)
Humans are primarily electrical beings. RF radiation causes electrical disturbance.
It’s easy to imagine that chronic RF radiation exposure quadrillions of times higher than and unlike anything in known human history might cause a poisoning, one consequence of which might harm the human heart.
Except Will Jawando and Sidney Katz, the other Councilmembers voted “yeah” in 2021:
- against safety and precautionary principle
- against the wishes of numerous concerned citizens and humans
- for the sweeping legal ability for phone companies to override all local residents’ wishes and all suspicion, evidence or proof or danger or harm

ZTA 19-07
ZTA 19-07 = Montgomery County Zoning Text Amendment 19-07, titled “Telecommunications Towers – Limited Use.” It was enacted July 27, 2021 as Ordinance 19-17.
What it does, in plain English
It changed county zoning rules to make it easier to deploy small wireless / cell infrastructure, including 5G antennas, by allowing certain telecommunications towers/poles/antenna setups as a limited use instead of requiring a full conditional-use process in more cases.
What it allows
Broadly, ZTA 19-07 allows telecom providers to install or replace certain wireless facilities, including antennas on poles, under zoning standards such as:
- use of existing utility poles / streetlights where possible
- replacement poles in some cases
- new poles in some cases
- antennas and equipment associated with wireless service
- streamlined approval for facilities that meet “limited use” standards
- conditional-use review for installations outside those limits
Impact on residential areas
The major controversy was residential neighborhoods.
Before/without this kind of zoning change, many telecom towers or antenna facilities near homes would need more discretionary review. ZTA 19-07 made some facilities allowed by right/limited use if they met specific standards.
Practical residential impacts:
- more ability to place small-cell / 5G infrastructure near homes
- utility poles or streetlights could be replaced with poles carrying antennas
- some facilities could be closer to houses than residents wanted
- less case-by-case public hearing review for facilities that fit the rules
- visual/street impact: taller/replacement poles, antenna shrouds, equipment boxes
- health/RF objections largely constrained by federal law, not local zoning
Telecom / 5G angle
This was mainly about modern wireless deployment: dense networks of smaller antennas, not just huge old-style cell towers.
5G often needs:
- more antennas
- closer spacing
- pole-mounted “small cells”
- fiber/backhaul and ground/pole equipment
ZTA 19-07 helped telecom companies deploy that infrastructure faster in Montgomery County.
RF / antenna concerns
Residents raised concerns about radiofrequency exposure and 5G safety. But local governments are limited by federal telecom law/FCC rules: counties generally cannot deny wireless facilities solely because of RF health concerns if the facilities comply with FCC exposure standards.
That was part of why some councilmembers opposed or wanted delay.
Final vote
Passed 7–2.

Strongest direct matches for heart rate / HRV / autonomic cardiac disturbance: #1–6, especially #2–5.
Poisoning by Toxic RF Radiation
Given the known studies and science, it is plausible that RF radiation could be directionally targeted or even generally exposed / impinged upon a person in such a way as to cause illness, tachycardia, and even perhaps heart attack, stroke, or other illness.
Directed RF/EMF exposure is a mature covert capability: invisible, deniable, tunable, and able to produce symptoms that look like stress, panic, migraine, vestibular illness, arrhythmia, or ordinary medical collapse.
The key idea is not “radiation burns person like a microwave.” The scarier version is subtler: non-obvious biological disruption through the nervous system, vestibular system, sleep regulation, autonomic function, and cardiac electrical stability.
Plausible biological effects
1. Neurological disruption
RF/EMF exposure can produce:
- headache
- dizziness / vertigo
- tinnitus or perceived sound
- cognitive fog
- sleep disruption
- nausea
- disorientation
This maps closely onto the public “Havana syndrome” symptom cluster.

2. Microwave auditory effect
Pulsed microwave energy can cause people to perceive clicks, buzzing, or sounds without external acoustic sound. In thriller terms, this is the “voice of God” doorway: a target hears something no one else hears, then sounds unstable when reporting it.
Sources:
- Frey effect overview: https://en.wikipedia.org/wiki/Microwave_auditory_effect
- PubMed search: https://pubmed.ncbi.nlm.nih.gov/?term=microwave+auditory+effect
3. Autonomic nervous system effects
The autonomic nervous system controls heart rate, blood pressure, sweating, digestion, panic response, and fight-or-flight state. If RF/EMF exposure perturbs that system, symptoms could include:
- tachycardia
- palpitations
- panic-like surges
- blood pressure swings
- insomnia
- adrenal exhaustion
In story terms: the weapon does not need to “kill” directly. It can push the target’s body into repeated stress storms until normal life breaks down.

- WHO EMF overview: https://www.who.int/health-topics/electromagnetic-fields
4. Cardiac vulnerability
The heart is electrical tissue. Anything that disrupts autonomic control, electrolyte balance, sleep, stress hormones, or cardiac rhythm could theoretically increase risk in a vulnerable person.
The assassination method is not “zap = heart attack.” It is:
- identify vulnerable target
- sleep-deprive and stress them
- trigger tachycardia/palpitations repeatedly
- induce medical ambiguity
- final collapse reads as natural cardiac event

What EMF weaponry could do
High-level, non-actionable:
- Harassment: headaches, buzzing, nausea, sleep loss.
- Interrogation pressure: make a person physically desperate before questioning.
- Discrediting: symptoms resemble anxiety, paranoia, or psychosomatic illness.
- Area denial: make rooms, vehicles, or offices intolerable.
- Behavior shaping: punish certain actions with symptoms.
- Medical masking: cause harm without conventional trauma.
- Political retaliation: target officials, scientists, journalists, or activists while preserving deniability.
- Soft assassination: amplify existing health risk until death appears natural.
Why it is useful to conspirators
EMF/RF weapons are narratively powerful because they are:
- invisible
- silent or nearly silent
- remotely deliverable in-story
- plausibly deniable
- hard to document
- easily blamed on stress
- medically ambiguous
- compatible with “normal” telecom infrastructure as cover
The weapon’s genius is not that it kills cleanly; it is that it makes the victim tell the truth in a way that sounds insane.
Gang Stalking, Havana Syndrome, Retaliation
Gang stalking
Gang stalking is a coordinated harassment-and-control system used to destabilize a target without leaving a clean evidentiary trail. It is not random bullying. It is an operational method: surveillance, psychological pressure, social isolation, reputation attacks, workplace disruption, legal harassment, and staged “coincidences” used together until the target looks paranoid to outsiders.
The goal is usually not immediate death. The goal is containment:
- make the target unreliable
- make complaints sound delusional
- exhaust their money, sleep, job, family ties
- provoke mistakes
- push them into self-destruction or public discrediting
Gang stalking works because every individual act is deniable:
- a stranger staring too long
- repeated cars outside the house
- contractors appearing after private conversations
- devices failing at key moments
- neighbors suddenly hostile
- police reports going nowhere
- doctors writing “anxiety”
- employers receiving anonymous concerns
The machine wins by making the target’s accurate perception socially unusable.
Havana syndrome
It is a weapons program: compact RF/microwave/acoustic/neurological disruption technology used for intimidation, interrogation, area denial, or quiet retaliation.
The symptoms are the signature:
- sudden pressure or sound
- vertigo
- nausea
- headaches
- ear pain
- cognitive fog
- sleep disruption
- memory and concentration damage
- neurological injury without conventional physical assault
Its power is strategic ambiguity. There is no bullet, no wound, no visible attacker. The victim can be harmed while standing in their kitchen, hotel room, car, office, or embassy apartment.
The weapon’s real function is political: it says, “We can touch you anywhere, and no one will believe you cleanly enough to act.”
Telecom-opposition targeting: there is evidence of 5G/telecom conspiracy harassment, infrastructure attacks, lobbying pressure, and normal political defeat/retirement.

MemberB — cell phones cannot cause a partially or completely blocked artery, which is what he had. Otherwise they wouldn’t have put a stent in. They don’t alter heart rates either but that is irrelevant to this particular situation. [3 stars; not hidden]
MemberA — CBC “16 by 9” investigative TV program shows doubling of heart rate after exposure to wifi — youtube video ?v=KN7VetsCR2I —– also Dr Magda Havas research on her site and youtube for at least 15 years shows “Rouleaux formation” (stacking like oreo cookies) of blood and also tachycardia (racing heart), “rapid aging syndome” and more joys (including magnified shaking of MS victim). Stacked blood shown to cause blockages. [no stars; content visible]
MemberB — nobody’s heart rate doubles after exposure to wifi. Rouleaux formation is caused by specific plasma proteins, not wifi. Stents open arteries clogged by plaque, not “stacked blood”. Plus he was playing pickup basketball with buddies, not attending a pro or even college game, so no crowds of people with cell phones at all – not that it would matter. If lots of people with cell phones caused heart attacks then half the audience would be dropping dead at every concert, pro game, college game, etc. [no stars; content visible]
MemberA — The video shows the exact opposite of what you insist. Lots of people eat nuts or get stung by bees; most do not but some die from allergic reactions.
